South Carolina limits financial literacy workshop funding to organizations that serve households with incomes at or below 200 percent of the federal poverty level and that operate within the Charleston-North Charleston-Summerville metropolitan statistical area. The state uses Department of Social Services case data to verify zip-code eligibility, creating a narrower geographic screen than neighboring Georgia or North Carolina.
Qualified applicants must hold current South Carolina nonprofit corporation status and maintain an active registration with the Secretary of State. Workshops require instructors who hold either a Certified Financial Planner credential or a South Carolina Department of Insurance producer license. Programs serving families outside Charleston County must submit separate documentation showing referral agreements with local housing authorities.
Application packets demand three years of audited financial statements, a participant intake form that captures household income brackets, and a schedule of proposed workshop dates that avoids overlap with South Carolina Department of Employment and Workforce training calendars. The state review checks whether proposed curricula cover South Carolina-specific provisions such as the Homestead Exemption and the state’s 529 college savings plan tax deduction.
South Carolina requires all funded workshops to collect pre- and post-test scores on a standardized instrument approved by the South Carolina Council on Financial Education. Data must be submitted quarterly through the state’s grants management portal. Failure to meet 70 percent completion thresholds triggers withholding of subsequent disbursements.
