South Carolina operates three state veterans cemeteries yet maintains only 142 full-time equivalent staff across all sites, a ratio of one employee per 1,140 veterans according to 2023 Veterans Affairs Department figures. The state added 19,000 veterans between 2018 and 2022, primarily retirees settling in the Lowcountry and Upstate, while the Midlands region reports the highest proportion of minority veterans at 34 percent. Existing memorial sections at Fort Jackson National Cemetery and the South Carolina State Veterans Cemetery at Anderson contain limited space allocated to the 22,000 Black veterans who served in segregated units during World War II and Korea.
County-level infrastructure constraints limit expansion. Seven rural counties lack any designated veterans burial ground within their borders, forcing families to travel an average of 92 miles. Broadband mapping by the South Carolina Office of Regulatory Staff shows that 28 percent of these counties have download speeds below 25 Mbps, restricting virtual application access for family members seeking burial documentation.
The Memorials Celebrating Diversity in South Carolina grant requires applicants to submit current cemetery plot utilization rates from the South Carolina Department of Veterans Affairs and demonstrate partnerships with at least two Historically Black Colleges and Universities in the state. Projects must produce design specifications that align with the South Carolina African American Heritage Commission guidelines rather than standard federal headstone templates. Funding prioritizes proposals that include engineering assessments for soil conditions at proposed sites in the coastal plain where high water tables affect grave depth requirements.
Applications receive additional points when they incorporate data from the South Carolina Commission for Minority Affairs showing underrepresentation of Gullah Geechee veterans in current memorial records. Unlike neighboring Georgia programs that focus on general plot acquisition, South Carolina reviewers require explicit workforce plans to recruit local stonemasons and landscape crews from the 13 counties designated as persistent poverty areas by the U.S. Department of Agriculture.
