South Carolina Film Preservation Initiative
Target outcomes center on creating access copies of 35mm and 16mm footage documenting textile mill operations and coastal Gullah communities from the 1940s through the 1970s. The state film archive inventory lists 2,400 reels held in Charleston and Columbia that have never received preservation elements.
These outcomes matter because the materials record labor patterns specific to the state's former mill towns and language practices along the Sea Islands that are not duplicated in neighboring collections. Without new elements, projection for classroom use remains impossible, and the sole existing prints continue to shrink at measured rates of 0.3 percent per year under current storage temperatures.
The initiative funds creation of internegative and print elements plus digital proxies at 4K resolution. Institutions must submit condition reports produced within the prior 18 months and demonstrate that the selected titles fall outside commercial licensing agreements. Successful applications show a plan to deposit one set of elements at the state records center in Columbia while retaining a second set at the applicant site.
Priority is given to projects that restore films shot in Beaufort and Greenville counties because those regions contain the highest concentration of untransferred industrial and cultural footage. The resulting copies must be made available for on-site viewing within 24 months of project completion, with usage logs submitted annually for three years.
Unlike applications from states with larger commercial film holdings, South Carolina requires demonstration that the selected titles directly document the state's documented textile and maritime labor history.
