The grant covers instructor stipends and curriculum licensing only when the sports-plus-literacy sessions are scheduled immediately before or after regular school hours on district property. Proposals must include letters from the local school finance officer confirming that no existing categorical funds can be redirected.
Reviewers assess whether the applicant can sustain the combined model after the grant period using only existing district activity fees, which average $22 per student in the target counties.
South Carolina's requirement differs from neighboring Georgia by mandating that all financial literacy modules reference state-specific wage data from the South Carolina Department of Employment and Workforce rather than national averages.
