Grant Overview
South Carolina school districts and nonprofit health agencies applying for preventive health grants must document existing capacity to serve at least 500 at-risk students per site across three consecutive school years. Capacity is measured by current staff-to-student ratios in school-based health centers and by signed memoranda with county departments of social services confirming referral pathways. Districts in the I-95 corridor and the Upstate Appalachian counties receive priority weighting when their free-and-reduced lunch populations exceed 65 percent.
Infrastructure constraints limit expansion in the coastal Lowcountry, where hurricane-related facility damage has reduced available space for on-site programs. The Midlands region reports only 1.2 full-time equivalent health educators per 1,000 middle-school students, while the Pee Dee area lacks broadband connections sufficient for digital tracking of student health metrics. Workforce shortages are acute: the South Carolina Department of Health and Environmental Control lists 37 of 46 counties as having fewer than 10 licensed behavioral health providers who accept Medicaid.
Readiness requirements include submission of three years of de-identified student health data, proof of liability coverage for off-site field activities, and a data-sharing agreement with the South Carolina Revenue and Fiscal Affairs Office. Programs must demonstrate that at least 25 percent of instructional hours will occur during the school day rather than after-school slots that suffer from transportation barriers. Equipment budgets cannot exceed 18 percent of total requested funds.
Entities that operate mobile dental or vision units in rural districts must provide maintenance logs and route maps covering the prior 24 months. Proposals without these elements receive no scoring consideration. Unlike Georgia applications, South Carolina requires demonstration of extreme rural delivery capacity due to frontier county designation.
