Applicants must submit water quality sampling data collected within the last 12 months from South Carolina Department of Health and Environmental Control certified labs. Proposals also require letters of support from the county health department and evidence of coordination with existing municipal treatment operators. Private entities are ineligible unless they partner with a qualifying public system.
The application window aligns with the state's annual infrastructure funding cycle, requiring submission through the South Carolina Department of Commerce portal. Review panels score projects on the percentage of low-income households directly connected to new purification infrastructure within 24 months. Incomplete submissions lacking these elements are returned without scoring.
South Carolina differs from Georgia and North Carolina by mandating that all funded systems demonstrate compliance with state-specific wellhead protection rules for rural groundwater sources. Projects that fail to include these compliance documents are disqualified at intake.
