South Carolina Eligibility Rules for Fashion Technology Grants
South Carolina limits 501(c)(3) applicants to organizations that have operated a STEM or design program for at least 24 consecutive months within the state and that can provide IRS Form 990s for the two most recent tax years. Programs must serve girls enrolled in South Carolina public or charter schools and must align with the state's adopted career and technology education standards for textiles and apparel.
Application packets require a letter from the South Carolina Department of Commerce confirming that the proposed curriculum matches at least two occupational codes on the state's targeted occupations list. Fiscal agents must also submit a memorandum of understanding with one of the state's three technical college districts that currently offers a fashion design or textile manufacturing certificate. Districts without an active MOU receive automatic disqualification during the first administrative review.
The state's coastal and Upstate regions present distinct certification realities. Organizations in Charleston County must demonstrate that proposed equipment meets fire-safety codes specific to textile dyeing facilities, while Upstate applicants must verify compliance with Spartanburg County wastewater discharge permits when using digital printing systems. Both requirements add four to six weeks to the standard application timeline.
Fit assessment for South Carolina organizations centers on the requirement that at least 60 percent of participants must reside in counties designated as distressed by the South Carolina Department of Revenue. This geographic filter differs from North Carolina's income-based eligibility and forces applicants to use Census tract data rather than school lunch percentages alone. Successful proposals include county-level maps showing participant recruitment zones and cite exact distressed-county identifiers published annually by the state revenue department.
