Grant Overview
South Carolina’s target outcomes center on measurable improvements in youth dietary knowledge and cooking competence within counties that report adult obesity rates above 38 percent. The state’s 2019–2023 Behavioral Risk Factor Surveillance System data show the highest prevalence along the I-95 corridor and in the Lowcountry counties where fresh-produce access remains limited.
Outcome_first structure therefore opens with these health metrics. Colleges and universities must define specific pre- and post-program assessment scores for participants rather than general statements about awareness. The $10,000 grant is evaluated on whether those scores move by at least 15 percentage points.
H2: Target Outcomes in South Carolina
Projects must report the percentage of participating students who correctly identify recommended daily servings of vegetables and the percentage who demonstrate knife-safety and stovetop techniques on a standardized rubric. These indicators are tracked separately for students in the Midlands versus the coastal counties to account for differing produce availability.
H2: Why These Outcomes Matter in South Carolina
The state’s agricultural economy still relies on legacy crops such as tobacco and cotton in many rural districts, while fresh-produce distribution infrastructure remains concentrated near Greenville and Charleston. Youth living more than 20 miles from a full-service grocery store show lower baseline nutrition scores; therefore, programs that partner with local chefs in those districts produce larger measurable gains.
H2: Implementation Approach for South Carolina Institutions
Applicants should allocate roughly 40 percent of the grant to chef stipends and kitchen equipment transport, 30 percent to pre- and post-assessment administration, and the remainder to student transportation from inland counties. Quarterly data submissions to the South Carolina Department of Education are required to maintain eligibility for continued disbursement.
Unlike North Carolina or Georgia applications, South Carolina requires documented 15-point gains on standardized nutrition rubrics and explicit attention to I-95 corridor access gaps.
