Site-visit verification occurs before award disbursement; programs lacking physical presence in at least three of the eight planning districts receive automatic disqualification.
Demographic targeting further narrows eligibility. Priority scoring awards points only for counties where the population aged 65 and older exceeds 18 percent and household broadband subscription falls below 72 percent. This threshold captures portions of the Lowcountry and Upstate but excludes Charleston and Greenville urban cores. Unlike North Carolina applications, South Carolina mandates proof of coordination with the state Office on Aging prior to submission.
