Urban centers such as Charleston and Columbia show supermarket density three times higher than rural counties, yet transportation barriers persist for residents without vehicles. Public transit coverage reaches only 12 percent of rural block groups, according to South Carolina Department of Transportation route maps.

The demographic profile compounds the issue. South Carolina’s rural population is 27 percent age 65 or older, compared with 18 percent statewide, increasing demand for accessible produce distribution points that do not require driving. African American residents comprise 32 percent of the rural population in the 14 food-desert counties, a share that exceeds their statewide proportion.

Funding supports establishment of community gardens on publicly owned or nonprofit-controlled parcels in both rural and urban census tracts that meet USDA low-access criteria. Site selection prioritizes locations within 1 mile of existing public housing developments or tribal lands recognized by the state.

Application requirements include soil testing conducted by Clemson University Extension and documented agreements with local water utilities for irrigation access. Produce distribution plans must allocate at least 50 percent of output to direct household pick-up rather than resale, with tracking through participant sign-in logs submitted semi-annually.

Unlike North Carolina applications, South Carolina requires demonstration that garden sites are not located in counties already served by three or more federally funded mobile market routes. Economic anchors include the dominance of manufacturing employment in the Upstate and the concentration of port-related logistics in Charleston County, which influence both land availability and workforce participation in garden maintenance.
