South Carolina requires applicants to document existing organizational readiness before releasing funds for mentorship programs serving foster youth. State child-welfare data indicate that 3,812 youth aged 13–17 were in foster care in fiscal year 2023, with 61 percent placed outside their home counties. Readiness assessments focus on whether applicants already maintain current background-check protocols, trauma-informed training records, and data-sharing agreements with the Department of Social Services.
Counties classified as ruralthose with fewer than 50,000 residentsshow the largest readiness shortfalls. Applicants must prove they have operated at least one continuous mentoring cohort of 15 or more participants for 24 months prior to application. Programs lacking documented retention rates above 70 percent receive no scoring points.
Application requirements include submission of current liability insurance certificates, copies of memoranda with local juvenile courts, and evidence of transportation capacity. South Carolina mandates that every mentor-to-youth match be supervised by a paid staff member holding a bachelor's degree in social work or a related field. Budgets must allocate no less than 22 percent of total requested funds to mileage reimbursement given average one-way travel distances of 38 miles between mentor and mentee residences.
Readiness is further evaluated through county-level placement stability metrics. Programs proposing service in the Pee Dee or Lowcountry regions receive additional points if they already hold active contracts with regional adoption agencies. Data-sharing plans must specify quarterly uploads of attendance and grade-point data to the state's child-welfare information system.
South Carolina's review differs from Georgia's process by requiring proof of coordination with the state's single centralized foster-care database rather than multiple county systems.
