Rural-Urban Divide in South Carolina Plastic Reduction
South Carolina student projects must first address the 3.2-to-1 disparity in recycling access between the Upstate metropolitan counties and the Lowcountry rural counties. The 2018 South Carolina Solid Waste Management Plan documented that only 11 of 46 counties operate curbside collection, with all such programs located in the I-85 corridor. Projects proposing after-school programs must therefore locate at least 60 percent of activities in counties where the nearest drop-off site exceeds 22 miles.
Charleston, Beaufort, and Horry counties contain port facilities that handle 1.4 million tons of plastic resin imports annually, yet rural districts in Allendale and Bamberg lack even basic collection infrastructure. Student teams must map participant schools against the Department of Health and Environmental Control's 2021 underserved-area list and show that transportation subsidies are budgeted for students traveling more than 15 miles. Workforce data indicate that 34 percent of rural high-school students hold part-time jobs in agriculture or logistics, limiting after-school availability to two weekdays.
Application requirements include letters from county extension offices confirming that proposed collection points do not duplicate existing 4-H programs. Budgets must allocate at least 22 percent of funds to vehicle mileage or shuttle services rather than materials alone. Reviewers cross-check proposed school sites against the 2020 U.S. Census urban-rural classification files to verify the 60-percent rural threshold.
South Carolina differs from North Carolina and Georgia because its coastal plain counties combine high resin throughput at ports with the lowest per-capita recycling rates in the Southeast, forcing projects to solve simultaneous transport and education gaps rather than focusing on urban density alone.
