State health department maps indicate 62 percent of rural census tracts lack fixed-route bus service, directly constraining access to required home studies and counseling.
Low-income households in the state's agricultural and manufacturing corridors experience the highest impact. Data from the South Carolina Department of Social Services show that families below 200 percent of the federal poverty level in non-metro counties complete only 38 percent of scheduled adoption intake appointments compared with urban counterparts. These patterns concentrate in regions with textile and poultry processing employment, where work schedules conflict with weekday agency hours.
The mobile adoption clinics program deploys equipped vehicles to deliver on-site counseling, document preparation, and eligibility screening. Grant funds support vehicle operations, staff training for rural route coverage, and coordination with county health departments in the 23 counties designated as medically underserved by the South Carolina Office of Rural Health.
Eligibility requires applicants to demonstrate service routes covering at least three non-adjacent rural counties and maintain partnerships with local departments of social services.
