These episodic shortages directly affect irrigation for public gardens and demonstration plantings that rely on municipal or surface-water sources.
Applicants must demonstrate prior training or field experience with drought-index monitoring tools issued by the State Climatology Office. The scholarship requires that proposed water-conservation techniques be calibrated to the specific evapotranspiration rates recorded at stations in Charleston versus Greenville-Spartanburg. Proposals using only national averages receive lower scores.
Eligibility further requires that participants secure a letter of support from a public garden located within a county currently listed on the state's drought monitor. This documentation confirms access to metered water sources and permission to install soil-moisture sensors for the duration of the training period.
