Applications must include baseline literacy assessment data collected within the prior 12 months using state-approved instruments. Review panels examine whether proposed volunteer mentor training aligns with South Carolina Department of Education reading standards rather than generic enrichment activities.
County-level data indicate that 31 of 46 counties lack dedicated children's librarians, shifting reliance onto volunteer-led programs inside churches. Successful applicants must demonstrate that church facilities meet basic accessibility standards under the Americans with Disabilities Act and that volunteer background checks follow South Carolina Law Enforcement Division procedures.
