Applicants must demonstrate completion of at least one prior regional workshop series hosted by the South Carolina Arts Commission or its approved partners. The initiative restricts eligibility to residents whose primary residence lies more than 45 miles from an accredited four-year art department, a criterion that excludes most Charleston County applicants by design. Portfolio review additionally requires evidence of 200 documented hours of observational practice within the preceding calendar year.
Funding disbursements occur in two tranches tied to mid-year and final portfolio submissions. Recipients receive access to a shared model registry maintained by the initiative, addressing the absence of centralized booking systems that exists in neighboring North Carolina. The program further mandates participation in one three-day retreat at state facilities in the Upstate, where participants share model costs that would otherwise exceed individual budgets.
South Carolina's approach differs from Georgia's by conditioning second-tranche payments on verified residency in counties with fewer than three operating life-drawing groups, a threshold that captures the majority of the state's land area outside three urban cores.
