Workforce Development Gaps for At-Risk Youth in South Carolina
South Carolina’s manufacturing sector added 27,000 jobs between 2018 and 2023, concentrated in the Upstate region around Greenville-Spartanburg and along the I-95 corridor. At-risk youth aged 16–24 without high-school credentials or vocational credentials remain disconnected from these positions because apprenticeship pipelines require documented skills in welding, CNC operation, and electrical systems. State workforce commission data indicate that only 12 percent of this cohort holds industry-recognized credentials.
Youth in rural counties such as Allendale and Marlboro experience the steepest barriers. Limited public transit restricts travel to training centers in Charleston or Columbia, while family income levels average 28 percent below the state median. Manufacturing employers in these counties report vacancy rates above 15 percent despite willingness to sponsor apprenticeships.
This funding supports nonprofit and educational applicants that operate registered apprenticeship programs aligned with South Carolina Department of Employment and Workforce standards. Eligible entities must maintain active memoranda of understanding with at least three manufacturing employers and track placement rates for 12 months post-completion. Reimbursement covers instructor salaries, equipment, and participant stipends that federal Workforce Innovation and Opportunity Act allocations do not fully underwrite.
South Carolina’s approach differs from Georgia’s because state law ties apprenticeship registration directly to the Technical College System rather than community-college districts, requiring applicants to demonstrate compliance with specific credentialing audits before fund disbursement.
