South Carolina requires applicants to serve middle schools where at least 35 percent of students qualify for free or reduced-price lunch and where the non-White student population exceeds 40 percent. Eligible entities include public districts, charter networks, and nonprofit organizations registered with the South Carolina Secretary of State that can document prior operation of at least one cross-cultural exchange activity within the previous 24 months.
Application materials must include a signed memorandum of understanding with a partner school in a different South Carolina region, detailed session calendars showing a minimum of 18 contact hours per student pair, and baseline empathy-scale scores collected through the Interpersonal Reactivity Index. Budgets cannot exceed $185,000 over two years, with no more than 18 percent allocated to indirect costs. Review panels will reject proposals that fail to specify transportation plans for students traveling between the Midlands and Lowcountry sites.
South Carolina's geographic layout creates distinct constraints: the state spans three metropolitan statistical areas separated by rural counties with limited public transit. The Upstate contains growing manufacturing clusters tied to European and Asian investment, while the coastal counties rely on tourism and port logistics. These economic patterns produce different integration pressures for middle-school students than those observed in North Carolina or Georgia.
Program fit therefore depends on the applicant's ability to operate across these economic corridors without duplicating existing state-funded diversity initiatives administered by the South Carolina Department of Education. Only organizations that can supply county-level enrollment data and commit to posting de-identified outcome files on the state's open-data portal will advance past technical review.
