Grant Overview

South Carolina’s domestic violence shelters recorded 14,800 crisis calls in fiscal year 2023, yet the state’s three legal-aid providers maintain only 48 full-time attorneys available for protective-order and housing cases. The South Carolina Coalition Against Domestic Violence and Sexual Assault reports that victims in the I-95 corridor counties lose an average of 11 workdays per incident, directly affecting employment in the logistics and manufacturing sectors that dominate the regional economy.

Most callers are women between 25 and 44 who hold hourly positions in distribution centers or healthcare support roles. When they must relocate to a different county to access shelter beds, they often forfeit scheduled shifts and employer-sponsored health coverage. State labor-market data show these interruptions contribute to the 34 percent higher turnover rate among female workers in the eight counties with the fewest shelter beds.

Applicants must therefore present protocols that coordinate immediate shelter placement with the South Carolina Department of Employment and Workforce’s rapid re-employment services. Documentation of employer notification procedures and transportation assistance to new job sites is required before funds are released.

South Carolina’s review process further examines whether the proposed service area includes at least two counties that currently lack any dedicated domestic-violence legal staff. This geographic test separates viable proposals from those focused solely on the Charleston or Greenville metropolitan areas, where existing capacity already exceeds state averages.
