Nonprofit developers and public housing authorities that have secured land or tax-credit allocations often cannot advance projects because they lack staff experienced in modular construction, prevailing-wage compliance, or layered financing. Small-city governments in the Midlands report that single full-time housing staff members handle both code enforcement and development, leaving no capacity for specialized workforce pipelines.
Applications must therefore begin with current staffing charts that identify which positions remain vacant or filled by contractors without permanent housing-development expertise. Required attachments include letters from regional technical colleges confirming enrollment or placement agreements for construction-related certificates. Projects that propose to hire and retain workers who reside in the same counties where units will be built receive additional points.
Workforce plans are evaluated on whether they address both immediate construction needs and longer-term property-management staffing. Applicants that coordinate with the South Carolina Technical College System for apprenticeship pathways tied to specific developments demonstrate stronger operational grounding. Budgets showing wage scales competitive with tourism and manufacturing sectors improve feasibility ratings.
