The funding targets measurable increases in high-school graduation rates and documented career-plan completion among participants aged 14 to 18 in counties with poverty rates above 22 percent. State Department of Education data indicate that rural districts such as Allendale, Dillon, and Marlboro report average counselor-to-student ratios of 1:450 compared with 1:280 in Charleston and Richland counties. These disparities matter because South Carolina's manufacturing sector, concentrated along the I-85 corridor, projects 28,000 new positions requiring postsecondary credentials by 2028, yet rural high schools lack consistent industry-partner exposure. Implementation requires pairing 501(c)(3) organizations with the South Carolina Department of Commerce's existing regional workforce development boards and documenting use of the state's Career Readiness Assessment data to match students with sector-specific pathways. Unlike Georgia applications, South Carolina requires explicit differentiation between coastal tourism labor markets and inland manufacturing labor markets. Applicants must submit county-level maps showing proposed mentor-recruitment sites and confirm transportation arrangements for students traveling more than 25 miles to meeting locations. Budgets may include only direct stipends for mentors, curriculum materials aligned with South Carolina high-school graduation requirements, and mileage reimbursement at the state rate. Quarterly reports must include participant retention rates and pre-post assessments of leadership self-efficacy scores validated by the state's Education Oversight Committee.
