Eligibility Requirements for South Carolina Family Support Projects
Only entities operating under a current South Carolina Department of Social Services license or a comparable Department of Health and Environmental Control certification qualify for this funding. Lead applicants must demonstrate at least three years of continuous service delivery within the state and maintain active Medicaid provider status or a memorandum of agreement with a Medicaid-enrolled pediatric practice.
Application packets require submission of the most recent three years of audited financial statements, a board roster showing at least two members residing in the proposed service counties, and letters of support from the local Department of Social Services regional office. Projects proposing new parent groups must also include a county-level needs assessment that uses 2022 American Community Survey data on household internet access and single-parent households.
The state context imposes additional constraints. South Carolina's coastal counties experience seasonal population fluctuations tied to tourism employment, while upstate counties rely on manufacturing shifts. Applications must therefore specify how family support activities will accommodate variable work schedules in both regions without duplicating existing home-visiting slots funded through the state's Maternal, Infant, and Early Childhood Home Visiting program.
Reviewers evaluate whether proposed activities align with the South Carolina Birth through Five Plan's priority of reducing child welfare referrals in the six counties with the highest substantiated maltreatment rates. Budgets cannot exceed 18 percent for administrative overhead, and all data collection instruments must map to existing state outcome dashboards. Unlike Georgia applications that emphasize metropolitan Atlanta expansion, South Carolina requires explicit differentiation from programs already operating in Charleston and Greenville counties.
