The state’s port-adjacent counties present distinct operational demands. Charleston and Georgetown applicants must budget for tidal data integration into community workshops because flooding events disrupt meeting schedules on an average of 12 days per year. Inland groups in the Upstate face different constraints: they must coordinate with textile-mill conversion sites that now serve as community centers but lack updated HVAC systems for year-round indoor sessions.
Operational budgets approved under the grant have allocated 22 percent of funds to Spanish-language translation of technical environmental reports, a line item verified against the state’s interpreter registry. Vehicle fleets used for site visits require proof of commercial insurance that meets South Carolina Public Service Commission minimums for 15-passenger vans operating on secondary roads.
Unlike North Carolina applications, South Carolina filings must include a notarized statement that the organization will submit quarterly water-quality data to the state’s central repository rather than to regional councils. This single procedural difference changes staffing allocations and data-management software selections for every award recipient.
