The funding therefore prioritizes applicants who secure written supply agreements that specify volume, harvest window, and price floors for two consecutive seasons.
Target outcomes center on measurable increases in direct-to-consumer and restaurant sales of these products. State tourism data from 2023 indicate that culinary visitors spend an average of $287 per trip versus $198 for general leisure visitors. Applicants must project the share of new revenue attributable to heritage-labeled menu items and tie those projections to visitor counts at the three major ports of entry: Charleston, Myrtle Beach, and Greenville-Spartanburg airport.
Application requirements include a product formulation sheet that lists each ingredient’s county of origin and a one-page narrative describing how the dish deviates from standardized commercial versions. The South Carolina Department of Agriculture reviews these sheets against the state’s protected cultivar registry; items using unregistered varieties receive lower technical scores. Operators must also provide a marketing calendar that schedules at least four on-site demonstrations per quarter, with attendance logs submitted quarterly to maintain compliance.
These outcomes matter in South Carolina because the state ranks 47th nationally in median farm income, and heritage product differentiation offers one of the few documented pathways to price premiums above commodity levels. Implementation therefore requires kitchen staff to complete the department’s three-hour safe-handling module for low-acid preserved goods, a step that 31 percent of recent applicants failed on first submission.
South Carolina reviewers evaluate submissions differently from North Carolina or Georgia by weighting supply-chain distance: points are deducted when any ingredient travels more than 150 miles from farm to kitchen. This rule reflects the state’s narrow 200-mile width and the concentration of production within the I-95 and I-26 corridors.
