Grant Overview
South Carolina requires scholarship applicants to be state residents for at least three consecutive years prior to high school graduation and to have completed at least one semester of dual-enrollment coursework through a South Carolina technical college or the Governor's School for the Arts and Humanities. Eligible seniors must pursue degrees in criminal justice or public safety at one of the state's 13 public four-year institutions and commit to two years of post-graduation employment with a South Carolina state agency or county sheriff's office.
Application packets must include the Free Application for Federal Student Aid showing an expected family contribution below $12,000, official SAT or ACT scores at or above the state median, and a signed memorandum of understanding from a South Carolina law enforcement agency confirming willingness to host the applicant for a 120-hour practicum during the sophomore year. The state processes applications through the South Carolina Commission on Higher Education rather than individual campuses, creating a single review cycle that closes March 15 each year.
Awards provide $6,000 annually for up to four years, with renewal conditioned on a 3.0 GPA and submission of practicum evaluations from the hosting agency. In the most recent cycle, 41 percent of recipients originated from the eight counties along Interstate 95, where violent crime rates remain above the state average. The program records employment retention data five years post-graduation, showing 78 percent of completers still employed by South Carolina agencies.
South Carolina maintains a stricter in-state employment lock than Georgia or North Carolina, requiring recipients who leave state service before the two-year commitment to repay the full award plus interest calculated at the state treasury rate.
