South Carolina Readiness Requirements for Navigation Programs
The Upstate and Lowcountry regions exhibit distinct readiness constraints. The Upstate's manufacturing workforce experiences shift-based scheduling that limits daytime navigation availability, while the Lowcountry's coastal counties face seasonal population fluctuations from tourism that affect consistent caseload forecasting. South Carolina's population density of 173 persons per square mile masks concentrations where 42 percent of residents live in counties without a single dedicated oncology navigator.
Infrastructure limitations include the absence of a statewide health information exchange that connects all rural health clinics to central cancer registries. Applicants must therefore document alternative data-sharing protocols with at least three independent hospital systems.
Application Requirements in South Carolina
Eligible entities must hold current accreditation or formal affiliation with one of South Carolina's four academic medical centers and provide letters of support from the South Carolina Department of Health and Environmental Control. Budgets should allocate no less than 35 percent of requested funds to travel and outreach in the 14 counties classified as rural by the USDA. Proposals lacking explicit plans for serving the state's 13.6 percent Black population, which experiences later-stage diagnoses at 1.4 times the rate of other groups, will not advance.
