South Carolina's coastal plain experiences frequent hurricane-driven flooding that destroys field trial continuity for economic-impact studies of the wine industry. Since 2015, six named storms have inundated at least 40% of vineyards east of Interstate 95, erasing yield records and visitor-spending surveys required for legislative requests.

Wineries along the Edisto River and in the Sandhills region operate with fewer than five full-time staff and lack dedicated data-management capacity. County extension agents report that 62% of growers maintain paper ledgers incompatible with econometric modeling needed to quantify tourism multipliers.

The grant funds studies that measure the wine industry's contribution to state tax revenue and employment. Proposals must incorporate at least two years of post-storm recovery data from the South Carolina Department of Parks, Recreation and Tourism and pair findings with input-output tables calibrated to the state's 2017–2022 agricultural census.

Applicants are required to secure letters of cooperation from the South Carolina Department of Revenue for sales-tax microdata and to restrict analysis to the eight coastal and Sandhills counties where 85% of bonded wineries are located. Budgets that allocate more than 20% to out-of-state consultants are automatically ranked lower.
